Error etting up an iphone for child

I'm having issues configuring an iphone for my child. get through every step and when asked for a phone number to receive verification codes, it gives me this error. "Cannot create account. error description not vailable. I tried again a few hours later and am still getting the same message. Any help would be appreciated.

Verification Failed Getting a verification failed when trying to update apps on my daughters iPhone. I have even gone through the steps to use a different data connection and also to reset the password. Neither steps work. It keeps saying verification failed. Apple ID or password is incorrect. Her Apple ID is set on the phone and has t changed (I have checked myself). The password I changed and typed it in correctly but still get the same verification failed. Can I get someone from Apple Support to check the system to see if there is an error somewhere on her account?

Verification failed. This user is not active. I have my daughter's old iphone 5. She logged it out and did a factory reset. I set up a new icloud account but now when I try to enter the password I get the error message "Verification failed. This user is not active." Can anyone tell me how to sort it out please?
