You have two Apple IDs.
One uses Gmail for hosting, and the other uses iCloud for hosting.
The two Apple IDs are not related.
You have forgotten the password to one of the two Apple IDs, as well as having lost an associated iPhone.

Once (if) you have recovered the password, you can use https://www.icloud.com/find to use Find My, as that does not require two-factor.
Given you have no password and no device, recovery might not be possible. Maybe you have the password saved in the other Apple ID. Or some saved password in that other Apple ID can remind you of the forgotten password. Settings > Passwords has those details, if you have been using Apple Keychain.
