Help with setting up new Mac mini with old keyboard and mouse

I got new Mac mini, I would like to connect with my old Apple keyboard and old Apple mouse. When it starts setting up, it shows me both keyboard and mouse are connected. But it was frozen on pair your keyboard page and don’t allow me to continue setting.

Mac Setup I have turned on the Mac keyboard and wireless mouse but the Mac mini is prompting to go to support.apple/macsetup but cannot get them to work.
