Apps won’t install

So I’ve been having issues installing any and all apps on the app store. It’s been this way for about a month and I figured maybe it’d go away. Every time I go to install an app, it always gives me the same message, “Verification required” for my billing and payment method and such. Now it’s all filled out, my card has money, there’s no money issue. The only issue is whenever I verify it, it still doesn’t continue to work because I have a “subscription” issue. All my subscriptions have either expired or have been cancelled, and the expired ones even if not cancelled will not let me delete them and such. I had a subscription on Yubo that was $17.99 but found one for a better deal and I was told that it would cancel my old one. To this day I am still being charged 17.99 but none have gone through because I’ve been keeping my card locked. I have yet to email the Yubo team to see if they can do anything about it, and fix this is issue because frankly it’s been driving me a bit mad! Is there anything else I should do besides emailing Yubo and Apple?

That's the issue. You technically have an outstanding balance which needs to be paid, then you can request a refund.
