Family Setup for apple watch in finland

How could we get this family setup for Apple Watch to work in Finland also?

would be nice to get Apple Watch as the first phone for our child!

Is the reason teleoperetors or Apple that it is not supported in Finland yet? Who should we contact to get this feature also to Finland? 🤓
