Why is the iPhone ‘Force Restart’ not working?

Own an iPhone 8. The ‘force restart’ still does not work. (YES, I did the “press volume up button, then press volume down button” before holding the side button). I held the side button for over a minute after pressing both volume buttons — all I get is the “Slide To Power Off” screen, then it immediately switches to the “Enter passcode” screen.
