Drag my Photo Library out of the Bin

Have you tried to open the Trash and drag the Photos Library back to the Pictures folder?

What happens, when you try it?

You may need to quit Photos, if it running and to restart the Mac, before you can put the library back. You may not be able to move it, if it is shown as being in use.

The Photos Library must not be stored on iCloud Drive. Photos cannot work with a library on iCloud Drive. The syncing will damage the library. If you want to to store your Photos in iCloud, use iCloud Photos to upload the photos. But the library itself needs to be stored in your locally on your Mac, the Pictures folder would be the best place, or an external drive with a wired connection, not a network drive.
