iTunes is not making all of my purchases available

I recently bought a new windows laptop and migrated my itunes library over to it. I have successfully migrated my library to new computers several times over the years and never had a problem. However, this time after migrating, itunes is not automatically downloading my music to my laptop if I purchase it from a different device or if I have preordered an album. The music will download to my other devices (iphone, ipad, apple tv), but not to my laptop. I have checked Edit>Preferences>Downloads and confirmed that Music is checked and Always check for available downloads is checked. What am I missing here?
