Avoiding phone for two factor

The specific worry that I have concerns travel abroad where my phone has no service. Using my phone number will not connect to my phone and therefore using the phone will not work, but email would work. Can that be arranged?
It cannot. If your phone is a trusted device and connected to WiFi you’d get the verification code as a pop up on the phone.
