Can't upload mp4 to iCloud web from Windows PC

I am attempting to help others by uploading their mp4 files from old Android devices to iCloud web. Is there a way this can be done without the use of the Windows iCloud app?

By uploading to iCloud.com on a Mac, or by syncing the data from an iPhone, Mac, Windows PC, or iPad using iCloud sync.

You can log in to https://icloud.com website through a browser on the Android device and access the iCloud Drive section there to upload files by clicking on the icon at the top of the page.
