Unable to agree to Terms and Conditions after resetting MacBook Pro and reinstalling Catalina
This appears to be a pretty widespread bug. Suggested fix is to opt to 'set up iCloud later' but I don't even have that option.
Interestingly, I also can't restore data from a connected USB disk with a working OS & User on it.
If I had to guess, I'd say that Apple have deliberately bricked older models.
