I recall that Macs need to be logged out prior to selling. But I see a 2019 Mac Pro that I am interested in, but it is password locked. Can I buy it and bring it to Apple and have them unlock it under warranty? Any other options?

The original owner needs to properly prepare the Mac for resale.

There are no options for you if you were to purchase this device. It will always to locked to the original owner.
No. On,y the person who locked it can unlock it.
