What are the differences between the apps that are available immediately and the ones with a little cloud that need to be downloaded again?

I have compared both apps and they may have the same storage capacity and yet, some are immediately available and working while other need to be downloaded again.


There is a feature called “offload unsued app” and i want to know how those apps are “selected” to be offloaded… given that many of my other unused app are yet immediately available:

iPhone 6 Plus, iOS 12

If you haven't used the app in a while, it'll remove the actual app from your device but keep its documents and data.
