Did you already had the Apple Watch updated to watchOS 10.4?

Did you try to force restart your watch?

Restart Apple Watch - Apple Support

Or unpair your Apple Watch form your iPhone, which will erase it. Paring it again will install the latest watchOS.

Then restore your watch from the latest backup.
