iCloud doesn’t sync
There’s hardly any apps or anything that is supposed to be there. Don’t backup but the settings says it is.

Do you understand that backing up and syncing are two different functions?

Do you see a "Last successful back up date" if you go to Settings><your account>iCloud>iCloud Backup? If it says that the back up has been recently successful, what makes you think it hasn't been?
