I have not used my Mac air for a year and apparently it has reached its limit for hard drive space. Can remove apps and, etc from the Mac air and not lose the info from my iPad?

You can remove apps directly without affecting the iPad at all as they are not linked in any way.

Other data such as files, photos, videos etc.. may be deleted from the iPad too if you are using iCloud to sync them.
Make sure iCloud Photos, and iCoud Drive's "Desktop & Documents" are not turned on the Mac, and you can then remove them without affecting the iPad.
