I was gifted a brand new Apple Watch, Series 3, a couple years ago and have just decided to open the box and figure out how to use it. This is replacing a Fitbit tracker, so all I really hope it will do is track steps, heartrate, sleep cycle, etc. Do I have to pair it with my iPhone (SE second edition, seven months old)?

So, yes. You'd have to pair with your iPhone. Unfortunately, you won't be able to as the Apple Watch Series 3 doesn't support the newest software. So if your on iOS 17, it will not pair as the Apple Watch Series 3 can only run watchOS 8.
