I’m trying to transfer my funds from my Apple Pay card to my bank and it’s popping up and disappearing when i try to pick the debit card i want it to go on

If it is enabled, then momentarily switch it off and then back on. Restart you iPhone and try again.

What about for non-face ID iPhones such as the SE 2022? There's no face ID & Passcode option. Sorry I don't know why my username is a bunch of gibberish, I can't change that either.
What is you similar setting for Fingerprint ID & Passcode?
I’m having the same issue and turning my wallet on in the faceID and password tab isn’t working or changing anything.
But it takes a whole hour to turn off
That’s doesn’t sound normal. There may have been some issues that were resolved by turning it off and on.
