Continuous message "Some iCloud Data Isn't Syncing"

I do not use saved passwords, Health or Maps. Why does this message keep coming up on my iPhone?

You have elected to use iCloud's Advanced Data Protection.

How to turn on Advanced Data Protection for iCloud - Apple Support

The fact that saved passwords may be included is irrelevant - especially given you don't have any.

Carefully review the article I linked above to understand why your iPhone cannot access Advanced Data Protection.
