iMac boots to padlock screen and asks for password. My wife’s password no longer works. She uses an iPad instead of the iMac.

also iMac won’t boot in safe mode

This is a Firmware Lock. You will need the password used when it was enabled. If you forgot only Apple Store can help reset IF you provide proof of Purchase that you are the owner.

That won’t work. You can’t bypass the firmware passcode. Without the correct passcode, only Apple can remove the firmware lock. They will only do that if you have the original proof of purchase.
because if you don't then just do these steps
Immediately press and hold one of the following key combinations until you see the startup screen:
do you have important files on it?
restart your iMac then do the key combinations and reset your iMac or change the os then wipe and partition the boot drive
iMac stuck on Padlock screen loop
