Whoever has your iPhone either powered it off or it's not connected to a network or they put it in a faraday bag to prevent you from being to track it. The vast majority of lost and/or stolen iPhones are never recovered.

You should immediately contact your carrier and ask them to Blacklist your iPhone.
Be prepared to receive messages which appear to be from Apple telling you your phone has been found and asking you to verify it's yours by entering your user credentials. DON'T fall for this. It's a scam and if you provide the information, you are giving whoever has your phone the full ability to wipe the phone and use it themselves. They may get frustrated and threaten you or tell you they've got access to your data. Assuming you used a passcode and had Find My enabled before the phone went missing, they simply cannot access your data.
Finally, do NOT remove the phone from your account. Doing that will let whoever has it erase it and set it up for themselves.
