There are four examation points at the right top corner of my phone screen that is at one.what does it mean?

They are not exclamation marks. They are Cellular Signal from the Dual SIM iPhones.
On your iPhone with Dual SIM capability, you’re in range of your mobile network and can make and receive calls. If there's no signal, "No service" or "SOS" will appear.
