Are you blocked when it shows silence mode is active and the text are getting delivered

They blocked me before and then it showed the message didn’t deliver and I couldn’t see if they had notifications silenced. Now I do see some messages being delivered and see they have silence mode on.

(They once left a voicemail and the number sometimes doesn’t appear blue. Could this also maybe indicate anything?)
