Problems with encrypted PDF

I am experiencing a bug Quick Preview has with MacOS Monterey. That bug causes any edit after the encryption to add an extra layer of protection to the PDF and it will never be able to be open again. I have tried to look for solution online but all I saw were old discussions like over a year ago and remained not solved. I wonder if Apple has patched this bug already over the year and if there is a solution to this matter. Any help would be appreciated.

As long as it is a second edit (the first makeup will be fine) made on an encrypted PDF and is saved, the bug happens. It doesn’t have to be an encryption created by Preview on my MacBook. It could be an encrypted PDF from other sources which was downloaded and edited on my MacBook. And the bug could also happen when I edited an encrypted PDF and sent it to other devices with a different OS version. After they edited the PDF and saved it, the PDF can no longer be open again because a new, unknown user password is automatically added to protect the PDF now.

I have done some research on related posts in this community and just like what the others said, there is no indication signalling that this bug has been patched, or that there is a solution to this bug. The only possible way that could avoid (not fix tho) the bug is to use another PDF reader. This bug doesn’t seem to happen on other versions of macOS except Monterey and (iirc) Sonoma, so there is a high chance that you did not encounter this if you are using other OS version.

When you receive a password challenge for an encrypted PDF, try the empty string for the password and see if that behaves as the PDFKit framework's PDFDocument class suggests in the following discussion:

Here is a sample document that reproduces the problem: https://www.ssa.gov/forms/ssa-44.pdf. I tried another document from the same site and it caused the same problem.

However, for these two documents, the problem is fixed in Sonoma. There could be other PDFs out there that still exhibit the same problem. Can't test 'em all.

I tried it on a few older versions too. VMs are really nice for this. You can go back in time and watch the bug being slowly introduced.

10.13 High Sierra - No real problem. Can't save to the original PDF so it creates a copy with the fill-in data.

10.14 Mojave - Breakage starts. Can still save a copy with the fill-in data but the fill-in field appears empty until you click it. Seems like it still exports and prints properly.

10.15 Catalina - Same as Mojave.

11 Big Sur - Works perfectly!

12 Monterey - Broken

13 Ventura - Broken

14 Sonoma - Working
