Connecting Hearing Aids

Hearing aids connect under Accessibility, (on my IPad) not Bluetooth. I hit “forget this device” thinking that was necessary to connect to my phone (wrong!). My hearing aids are recognized, they just won’t connect now. I have tried a hard reset on my IPad. One suggestion was to turn off then on, the hearing aids. They don’t turn off.
