I’ve inherited my uncles old iMac (from 2009)!. I have uninstalled all of his data but when I try and reinstall the MacOs I get a 403 forbidden error. I cannot clear my cache or internet history as the machine opens in the install screen. Any ideas would be gratefully received.

If you have another Mac, you can create bootable macOS installer on USB memory stick.
Create a bootable installer for macOS - Apple Support
Then try to get Snow Leopard DVD disc which available at eBay or similar online services then booting and install from it, you need to press C till your iMac is booting from DVD.
Have you tried to reinstall via macOS recovery (CMD+R on startup)
