Asset validation failed - Watch App

We have an iOS app that includes an apple watch application. We have move the application to a new developer account. I am trying to upload a new build and get an error stating the Bundle ID for the watch app is not available. I have changed it to a new Bundle ID in an attempt to fix the problem and now getting the following error. The app has been released for many years, so we can't change the main app Bundle ID. I have contacted Apple and support is not providing and assistance. Has anyone seen this before of can provide me with some direction to fix this?
