im using a ipad 10th gen wifi only and the internet is not working, when connected to my iphone 14 plus hotspot but it works when using wifi, tried resetting the network settings but its still not working.

Are you certain that your iPhone's Cellular Contract supports sharing your Cellular data connection via your WiFi Hotspot (i.e., tethering)?
Not all Cellular Providers allow tethering - and of those that do, some levy an additional fee for tethering to be activated for your account.
