Does a non-delivered iPhone message indicate blocking?

when sending a msg from iphone to iphone you will see that it was deliveted and if it was read by the person recieving yhe msg sm i blovked when you see that the msg was never delivered messages sent to an iPhone from an iPhone that doesn’t say delivered does it mean I am blocked by that number??
