What are the files listed under Settings, General, iPhone Storage, "On My iPhone"? i.e. Are they a mixture of docs from different apps, etc.? If deleted from there, are they deleted from the app folder?

Those are the files of the Files app stored exclusively on your iPhone, meaning that they are not the files stored in iCloud Drive. If you tap on "On My iPhone" in Settings > General > iPhone Storage, you will see that it brings up the folders and files that you would see in the Files app under the "On My iPhone" location.
If you delete those files, they will be deleted from the Files app as well and you'll lose them if you don't have a backup.
