it’s greyed out but i’m 39 years old and it still says “i don’t meet the age requirements”

Settings> Privacy & Security> Tracking> “Allow Apps to Request to Track” is greyed out, it won’t let me change the setting at all. I know i’m of age because I am 39 years old and the age requirement for App Tracking is 18. “This setting cannot be changed because your Apple ID does not meet the minimum age requirements.” Can anyone help me solve this issue because it’s been like this for a while now.

I went for a signing out of everything and once I signed back into everything because I have a separate ID for iTunes and all those other ones when I signed back in to the basic and I only have one Apple ID signed in I could go ahead and change things, but when I signed into my other one, that’s when I started having a problem. and it only just recently started being a problem because yesterday it was fine but today it’s not.
