Previous owner of I-pad Air forgot both ID and Passcode for iPad (or Do I have an expensive outdated Paperweight?)

Do I have an expensive outdated Paperweight, or can I fix it?

The Previous owner (My Mom) forgot her Apple ID or passcode to her old iPad Air. She does not remember anything or recall any of her Data regarding this iPad. Is there a way to Remove it and able to salvage an old iPad or is it now an old, extra-large, expensive Paperweight?

Info: iPad Air 2 Wi-fi (not sure if logged on to my Wi-fi Network), still charges, Disabled, can connect to a computer.

It's easier if she can try resetting the Apple ID password in an Apple device she's already logged into, if she can't do that then by doing account recovery. If for some reason she can't do that then you would need the original proof of purchase for Apple to remove the activation lock for you. Here are some articles that may be useful:
