Logic of forgotten passcode

I do not understand Apple's logic for a forgotten passcode. I'm OK with progressively longer wait times between tries of entering forgotten passcode.

When you finally give up, you have to reset your iPhone. You do this by signing-in to your Apple ID with to erase your iPhone!!! If you can sign-in to your Apple ID, why can't you just reset your iPhone passcode from your signed-in Apple ID? AppleID? It is protected by MFA?

Can someone please explain this logic?

Because that would defeat the functionality of Activation Lock, thereby making it easier for an iPhone thief to gain control of the device.

If your Apple ID Password is compromised, it should not give that person access to the personal information on your devices. They may be able to erase your device with your Password, but they will not be able to access the info on it or be able to use it because of Activation Lock.

Two Factor Authentication helps protect your account, not your device.
