Time Correctly Set On Mac But 3 Hours Off On Applications - Ventura 13.6.7

For reasons I won’t go into, I reverted back from Sonoma to Ventura 13.6.4. All was well until I upgraded to Ventura 13.6.6. I started having issues that are not relevant to this discussion and was advised to reinstall. When I attempted to reinstall I got the error message "This volume can’t be downgraded” when I selected Macintosh HD. I was not trying to downgrade. I was trying to reinstall the same version. One senior advisor said he didn’t understand it and was afraid if I started over with a fresh install I would be forced to download Sonoma. The next day the issues got worse to the point that 3 browsers were frozen. After 6 hours of troubleshooting with another senior advisor, I was able to download the update on a thumb drive and install from there. Immediately after that install, 3 applications started showing a 3 hour time difference from my mac, which is set to the correct time. For example, when I get an email through gmail on the browser, it shows that the email was sent 3 hours earlier. 2 other apps are similarly off by 3 hours. I have been troubleshooting for a week. Today with Apple support, I was told that it was probably related to the updated ios, Ventura 13.6.7, that was released the day after I reinstalled 13.6.6. We tried for over 3 hours to install 13.6.7 from the app store. It would take up to 30 minutes for the download box to appear then another lengthy time for the install icon to show in the tray. I got the same “This volume cannot be downgraded” error message. After multiple attempts, I noticed that when the download box appeared, it asked me if I wanted to download 13.6.6, not 13.6.7 that was showing in the app store. I finally remembered that there should be an option to upgrade to a version other than Sonoma at the very bottom of the software update page in system settings. I was able to successfully download from there. However, even with the correct time showing on my mac, those 3 apps are still 3 hours off. There may be more that I haven’t discovered. To add to the confusion, I just discovered that one app is showing activity correctly timed. Any ideas why some apps are 3 hours off and some are correctly timed when the time on my mac is correct?
