Setting up a version 15 ipad for a new user can’t get past the backup setup which requires version 17

I reset my old ipad (including erasing all content). When the setup process gets to the point of setting up backups, it requires version 17 or higher. I can’t see away to skip this.

That is the iPadOS, not the model of the iPad. At any rate, it sounds like you are trying to restore a backup from a device that used iPadOS version 17. The iPad you are trying to restore can’t update to version 17 (too old and not eligible). So you won’t be able to use that backup. You would have to set it up as a new device without using the backup.

You can only transfer or restore data to a target device that has the same or later version of iPadOS as the source.

As such, if you attempt to restore a backup created using a device with a more recent version of iPadOS than the target, the transfer or restore process will fail. Instead the older device must be set-up "as new" from the initial "hello" setup page.

Ensure that you have properly erased the iPad in readiness for its new owner:

Having prepared the iPad for reuse by its new owner, you should be presented with the initial multi-lingual "hello" page:

Set up your iPhone or iPad - Apple Support

While the new owner of the iPad completes the initial setup, keep all other Apple devices away from the iPad that is being set-up. This will prevent QuickStart from detecting any devices in close proximity.

Assuming that the iPad was properly erased as described here, you should not have any opportunity to restore from a backup until the new owner's AppleID has been entered - and only then will any backups already associated with the new owner's AppleID (if any exist) be offered.

In summary, if performed correctly, you should have no opportunity to restore any of your own backups to the iPad.

Many thanks to those who responded. My mistake. I took over for my husband when he got stuck. For some reason, the first few times I went back (maybe a double hit the back button), I didn’t see the screen that offered an option not to restore data. It went back to the right screen this time. Sorry for wasting the time of those of you who were kind enough to respond. The old one is now up and running.

Thank you for concluding the thread with news of a successful outcome. It's good to learn that your problem with setup has been resolved.

I don’t want to restore from a backup. I’d like to skip this step, but there doesn’t seem to be any way to do that. There’s no option to skip or continue. You can either stare at the screen telling you you need ios version 17 or you can go back to the start of the setup until you reach the setup screen for backups. Frustrating.
