Setup cursor on new Magic Keyboard for iPad Pro, and changed the color of outside ring. Cursor will not stay where I put it, and continues to move to other areas of the screen. At times it will not even continue to move to where I want and move to some other part of the screen.

Fixed.
Restarted the iPad, however this was an issue also as the standard method to restart would not allow me to slide the cursor to the right to do so.
Ended up taking the iPad off the Magic Keyboard and was finally able to restart.
After the iPad restarted, all of the cursor functionality worked and the button to access the top level button returned.
Not sure what caused the issue.
