3 generation Apple TV won't load all apps
it won't allow me too restore, or except my passwords for iTunes or the cloud

When an Apple TV (3rd generation) only shows Settings and Computers, that means that it doesn’t have a functional internet connection. The other ‘apps’ are loaded from remote servers.
- Try restarting the Apple TV box, and router, and optional other network gear (repeaters, access points, hubs, switches, mesh nodes, etc.). Disconnect from power for 30 sec. or so, for devices without on|off button.
- Review the network settings on Apple TV.
- If your network changed (new ISP, new router, new router settings, etc.), then that could cause issues with connecting to Wi-Fi.
