Apple pay not showing up in iMessages

Whenever I press the + icon and scroll, the Apple Pay option isn't there. I have set up a debit card with my Wallet app and in the Canada region.

iPhone 13 mini, iOS 17

Apple Cash is a US only service. Apple Pay is available worldwide at merchants accepting Apple Pay or Tap-To-Pay.
