I can't open iCloud in settings on my iPhone 8 as it's greyed out

I can't open iCloud. For some reason, for months now, the icon for iCloud is faded and won't open. I click in the icon, but nothing happens. I tried entering through the site, but it keeps sending me back to settings. Please help me, i don't know what to do, i really need to use icloud for my personal stuff. I have an Iphone 8 version 16 1.1
