Apple Pay not working all the sudden

I used to be able to send my teenagers money through Apple Pay and in the last month or so I can’t anymore. I’ve checked all of the parental controls and nothing seems to make sense.

We are all on the same iOS version, Apple Cash says it’s setup for both kids but when I send anything it says pending for days until it is inevitably returned to me since it couldn’t go through.

If something changed and it isn’t possible for anyone under 18 I would appreciate knowing for sure so I can stop feeling crazy trying to figure this out!!
