In Photos Library, how can I see only photos not already in an album.

When organizing, I don't want to see photo's I've already dealt with - only those still needing to be assigned to a folder. Is there a way to do this?

Based on answers in other posts, it might be possible to use smart album criteria, but I'm not see appropriate options.

Suggestions?
