I paid for something costing 29.99 but was charged 49.99 instead using Apple Pay. Why am I being overcharged? Can this be refunded?

The in-app purchase was 29.99 but I was charged 49.99. Someone else posted on here with a similar issue and didn’t know if it was a merchant problem or if it was an apple problem since I used Apple Pay for it.
