The setting you want to check is at Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Installing Apps. Make sure this is set to Allow.

I fixed the problem on my son’s iPad like this:
Settings > Content & Privacy Restrictions (On) > iTunes & App Store Purchases > Store Purchases & Redownloads > Installing Apps: Allow
You can mark Deleting Apps and In-app purchases: Don’t Allow, and it will not cause the App Store to disappear.
I had the same issue and spent hours trying to figure it out. I found a Solution by timothy_steven_apple on another post and it worked immediately. He said, "On the parents' phone, go into "Screen Time" > "Stop Managing child's Screen Time". The app store immediately reappeared and then I re-added their ipad to screen time."
I've been having the same problem with my young teen's phone, so I followed cpabrat's recommendation to "Stop Managing Child's Screen Time" and then re-added the screen time managing (I had to make some updates to settings, but others reverted back). The app store is now back. Thank you cpabrat! I hope Apple gets this fixed soon.

Had same issue. Never figured out why. But DID find a workaround on my iPhone 12.
Start a new message > + (next to the text typing field) > More > Store
You should see your front page of the App Store.
> Your initials at the top > Apps > My Apps
You see a list of updates and your recent apps.
(I had a bunch I had to remove because my storage was full.)
I had same issue with my kids phones and this solved it . The only way I was able to get App Store to work was turning off restrictions . This saved me a lot of headaches !
Content & Privacy Restrictions must be turned on before you can change the setting to Install Apps. Not sure how it disappears when you turn it on when it should already be on.
Try turning off Share Across Devices, then make sure Installing Apps is set to Allow. This is at Settings > Screen Time > Share Across Devices.
Are you a member in a Family Sharing plan?
Ljenks - so with this bug from Apple the App Store app is hidden / disabled on my iPhone due to screen time settings even though I’ve turned everything to allow. I do see that many here said if you disable screen time altogether, the App Store application can possibly return, but if toggled the install/delete screen time settings again - the app may disappear again. The browser version of the App Store will not work with the bug hiding the app store because the iPhone thinks the app store is still disabled. I can, however, view the app store through messenger as you have suggested, but I cannot download any apps let alone Waze. I have not downloaded Waze before.
This works, however if more than one adult is managing screen time and restriction for the child’s device, both parents need to stop managing the child’s screen time, then do it, and then add it back.
It’s fixed. Last iOS update solved this problem for me.
I see the same issue. I can enable install app under restrictions and it has no affect, only turning off restrictions brings back the App Store. I tried toggling all the settings under restrictions and also reboot the phone without any effect.
The only thing I haven’t tried is turning Screen time on and off, but that is a pain since I have to reconfigure all the settings. I’ll try this in the future the next time my daughter needs to install an app, but for now I’ll just let her use her iPad without the App Store.
same issue for my daughters iphone 13. She is 11, so needs parental approval to install apps. She mentioned she had been trying to install several apps for days now, but neither my wife or I were receiving the approval notifications, so I had a look and ensured all settings were correct. Turns out there is no app store, but does flash for a hot second if I change from allowed to not allowed and vice versa. I've even tried to click on it quickly to no avail. Hopefully apple can fix this soon.
Even with this set correctly the issue remains. The only way to get the App Store back currently is to completely turn off content restrictions. Have spent 2 hours on this and nothing else works.
I'm having the exact same issue. Have all the settings correct, but the only way to get the App Store to appear and therefore update apps, is to turn off restrictions. Im guessing a glitch in the lates iPadOS update? I hope Apple gets a fix soon.
