The setting you want to check is at Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Installing Apps. Make sure this is set to Allow.
also having this issue. The App Store will flash for a second when I change install from don’t all to allow or when I change delete apps from don’t allow to allow. But it doesn’t stay and it only comes back when I turn off restrictions altogether. This is ridiculous. Apple needs to fix it.
I have the same issue with my brother’s iPhone 6s. Turning on Content & Privacy Restrictions removes App Store and all third party apps. Changing settings in iTunes &App Store Purchases does not do anything. Please update me if anyone finds a fix!
Yeah so the one fix in here of completely disabling screen time management and turning it back on only kind of works. If you go back into "Installing Apps" and go back and forth from Allow / Don't Allow eventually the bug will manifest again. I also had the same issue for allowing app deletion.
Ljenks Good workaround. It lets me see the App Store at least but there’s still some apps that I can’t download like Waze, for example, even though Google maps is the same age rating and I can download that one… Test your screen time software Apple before letting it loose! This is disappointing.
Steve / did you find a workaround for Waze?
Had you downloaded it before having this problem? What others apps can't you download? Have you tried going to the Apps' website to download (pra'ly best to have AppStore already open when you click on the AppStore link on their site.)?

I’m having the same problem. I’ve tried all these fixes and it only reappears when I turn off all restrictions.

Yes this worked. Unfortunately it seems like this has to be done often especially after OS upgrades, etc. Pretty bad user experience from Apple.

True but I’m glad I got the App Store back and able to update my granddaughter’s Apps
Unfortunately 17.6 did not resolve it for me completely. It worked on one device but not on 3 other devices.
