What exactly do you mean? Do you mean that you can't use iCloud Syncing for Messages? If so, exactly what is the problem? What devices are you using?

Or do you mean that you can't access messages by loggin into iCloud.com? If so, that is as expected. You can't access Messages that way.

In order to, send iMessages, you need to use the Apple Messages app on either an iPhone, iPad, Mac, or Apple Watch. If you tell us which one of those devices you're using, we can provide more specific instructions.
