iPhone Passcode and iCloud data

There is a request to enter my iPhone passcode for the use to access the data stored in iCloud. This security mechanism design asks too much for an Apple device owner. We don’t really have to disclose the Apple device passcode to be able to log in our Apple IDs on our Apple devices. I guess only the Apple device owners should know our passcodes to be able to unlock our own Apple devices whenever needed. Would it be possible to log in an Apple ID without providing the iPhone device passcode?

By the way, does anyone also experience several inconsistent iOS reinstallation procedures on your iPhone? There are some procedures suddenly required in the whole iOS reinstallation procedures sometimes and some orders of the procedures are changed in the iOS reinstallation procedures. This cause me not to be able to know if the iOS is the authentic Apple iOS or not. Does anyone also experience this too in the iOS reinstallation on your iPhone?
