If the Apple Music, Apple TV or Apple Devices apps are installed alongside iTunes then iTunes is crippled such that it only has sections for Audiobooks and Podcasts. The other apps need to be removed for iTunes to function normally. Your playlists may be preserved, but only show any audiobooks or podcast items.
There is also a chance that your migrated library hasn't populated properly. See Empty/corrupt iTunes library after upgrade/crash - Apple Community or revisit the transfer from your older computer as given above.

turingtest2 is trying to help you. I politely suggest that you re-read his posts carefully and take time to understand what he is suggesting that you try. For example, he wrote:

Note in particular, the second part of that sentence:
"....if you are to view your full library in iTunes."
If you only take in the first half of that sentence and ignore the second part, you will continue to be frustrated by believing what you said in your response to that:

That is exactly what he said is the situation until you uninstall Apple Music. He went on to say that after uninstalling Apple Music you might need to repeat the addition of your music to the new computer/iTunes.
If you actually follow his suggestion and it does not work as expected, post back that specific information in order that he can offer further steps from that point. Otherwise, you're simply going over old ground each time.
Just to let you know, I have posted this to help you, but I will not be making any further contribution to the discussion.
The Apple Music for Windows app is different from the Apple Music subscription service. I'm not responsible for Apple's confusing naming policy.
To be clear you must uninstall the Apple Music for Windows application if you are to view your full library in iTunes. You may also need to review/redo the library transfer if you don't see the expected content in iTunes after doing so.

Ideally you would have a backup of library that you could restore to the new computer. If not do you have any devices that hold your media and playlists?

I have everything on the old computer (which I have had issues with & is basically "on life support" about to crash) & my iPhone. I copied the iTunes folder from the Music stored locally folder from the old computer onto a USB disk getting it onto the new computer but that is all I know how to do. Hence, that doesn't tell me anything because I can't transfer from the phone to the computer.
I talked to chat support multiple times since (last) Thursday & they were not helpful. I went to the Genius Bar at the local Apple store on Saturday only to be told nobody in store works on Dell computers & I need to call phone support. I did so today & was told I need to recreate all my playlists. However, I had so many that would take a very long time.
That doesn't even include all the edits & had made & (some) artwork I had changed. Then there is also the 100 (+) songs I had burned/synced from CDs years ago that I can't find. So I basically lost everything.
From my personal experience, that is not true. When I 1st got the new computer (last Thursday) it already that the iTunes icon on the bottom task bar so I thought it was already installed. However, when I tried opening it, it opened up the Microsoft store to download it. When I did, after several attempts of it failing to download, I finally got it….2 days later (Saturday). However (yes, another “however”), when I opened it iTunes only had Podcasts. I then spent quite a bit of time on Apple chat support only to find out I can no longer use iTunes & have to use Apple Music from now on (which I complained to agents about). Therefore, iTunes is of no use to me any more & I downloaded Apple Music but couldn’t get my music into it. So, on Sunday I made a Genuis Bar appointment only to be told there that no body in the stores work on Dell computers & I’m required to call Apple phone support for help with it - just because it’s a Dell which is unacceptable to me. So I call phone support but all they tell me is I have to create all of my playlists all over again (which would take way too long as well as having to redo all of the edits I had mase as well).
That 1st link you posed does not make sense to me. Furthermore, I should not have to download 3rd-party software to transfer music between computers.
That being said, I did I downloaded iTunes (again) via the link you provided but there is still nothing there, as you can see in the screenshots everything is completely empty:
Therefore, absolutely nothing whatsoever has been fixed/resolved.
That does not help me. I had only used iTunes before & when I had it on the new computer before it was ONLY Podcasts so it was completely useless to me originally….so please don’t tell me it is “crippled” to have both when it was “crippled” on its own BEFORE even getting Apple Music (which I’m not even subscribed to, btw).
I had then gotten Apple Music ONLY but NOT Apple TV &/or Apple Devices.

More questions but no actual answers….hence, you have not told me anything helpful. This is only frustrating me even more than I already was.
This back & forth is going no where. How can I do anything with my music in iTunes if iTunes is ONLY for Podcasts & audiobooks (now)? You tell me 1 thing but Apple had told me something different so how can I know what to believe? They tell me I need Apple Music, you tell me I can (still) use iTunes. I have downloaded iTunes twice, once when I just got the computer only to realize it was useless to me (now) PRIOR TO ever getting Apple Music, then deleted it when I got Apple Music (only to still be able to get my music) & the 2nd time after you told me I could still use it….only for it to return just as it had before.

You may also need to review/redo the library transfer if you don't see the expected content in iTunes after doing so.” when iTunes is no different now (the 2nd time I downloaded it) than it was before (the very 1st time I downloaded it) when Apple Music (originally) WAS NOT even an issue….therefore, Apple Music has not “crippled” iTunes when iTunes was exactly the both times I had downloaded it.
How many times do I need to install, uninstall & reinstall apps to get my music back? I should not have to redo anything, it should just transfer.

Worth noting here that many of my playlists are missing. Those that remain could potentially include non-music items, albeit some might be empty. Those that are missing look to be those that exclusively hold music items.
After removing Apple Music for Windows and relaunching iTunes I am again able to access the whole library:

Annoyingly I forgot to catch a screenshot but there was a moment when the Music section of the library kept trying to take me to the iTunes Store. If I recall correctly switching between View > Only Downloaded Music and View > All Music fixed it for me. I tried reinstalling Apple Music and removing it again to reproduce the issue but it didn't come back. If you encounter such a thing signing out of the store and back in again may also help.

Exactly. Screenshot 1 is what iTunes looked/looks like on my old computer….except for the download cloud, all my is/was downloaded.
I have gotten that same exact pop-up box in screenshot 2 on my new computer.
I have never gotten/see that 3rd screenshot, I can’t even get that.
I can not even get the 4th screenshot (even after deleting Apple Music), that in itself in the issue.
I just uninstalled BOTH iTunes & Apple Music then reinstalled iTunes & got the SAME EXACT podcasts/audiobooks only I had always been getting so absolutely nothing you told me has worked.

When did I say he wasn’t? What I said is what he is telling me has not worked.
In my last message I had clearly stated that I had IN FACT uninstalled Apple Music yet NOTHING HAS CHANGED with iTunes being podcast & audiobooks only DISPITE what I had been told.
I have tried everything I have been told but I have not gotten the results I was told I’d get.
Where is there anything about music? I am NOT getting what tt2 said I would.
That is the very tab I was told to go to but I can't do anything with it. Hence, don't tell me I have not been doing what he has been saying....
Including edits I had made, etc. It is impossible for me to have to redo everything I had done.
Also, I used to use iTunes on the old computer & now I have to use Apple Music which messes me up even more.
