Despite Apple's attempts to move Windows users to the Apple Music app you can still download and install iTunes. Remove Apple Music/TV/Devices first.

When I closed & reopened iTunes I got this:
This is all I had gotten in iTunes before I had downloaded Apple Music, too, so this (still) does not help me.

Never mind, I figured out what I was missing.
I didn't realize that tab was changeable. Oops....
