Why is my Apple Watch receiving all notifications instead of my iPhone?

I am encountering an issue where my Apple watch takes over all notifications alerts from my iPhone. My watch is face down, locked, and on the included magnetic charger but it still has all notifications and alerts being sent to it. It doesn't matter if my iPhone is charging, sitting passively on my desk with the display on, or even in standby mode with the clock displayed. The only way my iPhone will receive a notification is if I am actively using it at the time a notification comes in. This began at he beginning of May 2024.
