Does the "reduce white point" feature effectively cap the max brightness of the OLED pixels?

I recently got the IPhone 15 (not pro) and I've noticed that with auto brightness it goes up to 100% a lot which i don't like as it happens so often that it will probably cause burn in. I've come across the "reduce white point" feature, my question is does reduce white point basically limit the screen's maximum brightness??

is there some way that I'm able to set a maximum value for auto brightness I.e 60% max or is that what reduce white point is basically for?
